REDUCING RUNOFF WITH THE VEGETATION ADDITION MODEL EVERY VILLAGE TO PREVENT FLOOD (CASE STUDY IN KAMONING SAMPANG WATERSHED, INDONESIA)

Muqaddas, Zaiful; Zaenal Kusuma; Runi Asmaranto; and Bagyo Yanuwiadi

Abstract:

The Kamoning watershed is the largest watershed in Sampang Regency, East Java, Indonesia with a catchment area of 354,215 km2. Main River Length 143.61 km. Almost every rainy season floods occur in the downstream area (Sampang city), in the area near the river mouth, a narrowing of the river occurs with a capacity River Qks = 136.5 m3/sec. If heavy rains occur in the upper watershed by recording an average of 45 mm / day bulk stations, river floods will occur in the city which becomes flooded. Based on Land Cover data or forest vegetation area in the Kamoning watershed is only 9.97% or 3,530 Ha. Regulation of the Minister of Forestry of the Republic of Indonesia Number 32 of 2009 requires a minimum area of vegetation above 30%. From the existing condition with a vegetation area of only 9.97%, the flood discharge value for Q2th of 161 m3 / sec has exceeded the river capacity of only 136.5 m3 / sec. The analysis results for Q5th, Q10th and Q25th and Q50th consecutive years obtained values of 240.6 m3/sec, 317.3 m3/sec, 446.1 m3/sec and 569.2 m3/sec. A land change scenario model was made by increasing the area of forest or plant vegetation and reducing the area of the moor with scenario 1 increasing forest area by 20%, scenario 2 of forest area being 30% and scenario 3 of forest or vegetation area being 40%, and scenario 4 of forest area to 50% of the watershed area, using the HEC-HMS 3.5 software with the Soil Conservation Service (SCS) method, the peak discharge value is reduced by vegetation expansion, in scenario 3, the peak Q2th discharge value becomes 134.4 m3/sec <136.5 m3/sec below the river capacity value, meaning that the addition of 40% vegetation in the Kamoning watershed will reduce the frequency of annual flooding and be safe against flooding equivalent to the Q2th return period. This model can calculate the value of flood reduction per village and per 1 hectare of plants can also determine the need for crop area per village and per hectare as well as the budget, so it is more applicable in the field implementation because the forest area is calculated for each village in the watershed area.

THE COMMUNITY OF TEMAJUK BORDER EDUCATION VALUES PARADIGM ON THE SCHOOL

Aslan, Hifza

Abstract:

The educational value paradigm in a certain place will continue to change according to technological developments and the demands of the market place. The Temajuk border community, whose success is made from wood working, was a period of great timber. Then the value of education was limited to calistung (reading, writing and arithmetic). This qualitative research aimed at understanding the paradigm of the Temajuk community towards the value of formal education or schools in entering the world of work. To find out the community paradigm, a series of data collection techniques have been successfully carried out, consisting of in-depth interviews, observation and documentation. When the Temajuk region underwent a change, where the economy from logging became increasingly difficult, due to government restrictions, the Temajuk Border community began to be interested in education, even more so with the government’s encouragement, prioritizing young people to become formal educated civil servants. However, the paradigm of the value of education as a way to find work is not as easy as turning the palms experienced by the Temajuk people, unless they have three things, namely wealth, position and influence in society. The paradigm of the educational value of the Temajuk community has changed in accordance with the times and the demands of work. Basically the Temajuk community does not have the influence of the modern education value paradigm of the previous generation. Only a small proportion of people think of education as an investment, where with the provision of higher education, they can easily achieve life success.

ANALYSIS OF ECONOMIC GROWTH AND INEQUALITY BASED ON ECONOMIC GEOGRAPHIC REVIEW IN EAST NUSA TENGGARA

Agus A. Nalle and Hamza H. Wulakada

Abstract:

The geographical condition of NTT of which characteristic is archipelagic dry land and the location of its astronomy is at the southernmost gate of central Indonesia is becoming an international concern because it is directly adjacent to RDTL and Australia. The distribution of 22 districts / cities with various socio-cultural characteristics and the potential of the region is likely to be the cause of economic imbalances. This study aims to reveal economic growth in several districts / cities in NTT Province which is compared to the imbalance of economic development between districts. The problem solving approach and achieving the goals were conducted by descriptive and secondary data analysis, which is calculating several indicators such as the rate of economic growth and the rate of poverty reduction; regional economic growth indicators based on klasen typology and theil entropy index calculation as a proxy for the level of inequality between districts / cities in NTT Province. Based on the results of the analysis and discussion, there are significant economic growth imbalances between districts/ cities in NTT. Kupang City as the capital of the NTT Province is the only one that is categorized as a developed and fast-growing region, while other districts are categorized as growing regions. Another thing that can be stated is that there is a disparity or inequality in development between regions in NTT, which is indicated by a different theil entropy index. In addition to Kupang with its highest level of inequality, the districts on the mainland of Timor are still more unbalanced than the districts on the mainland of Flores and Sumba. The regencies that are spread over the cluster of islands are relatively more evenly distributed. It is suggested that it is necessary to encourage the development of investments based on superior and specific sectors with the support of potential resources available and spread in each district / city in NTT to create more operational policies and programs. In addition, the field of development of non-conventional sectors such as the tourism sector in the region which is the main driving sector of regional economic development needs to be developed more broadly.
