Learning e-learning is very helpful in creating professionalism for training participants, so the recommended solution is the implementation of e-learning for technical and functional training. The benefits of implementing a change project to increase the competence of employees, expert staff, educators or lecturers are to contribute in supporting the goals of bureaucratic reform in the area of human resource management, namely to improve effectiveness and professionalism in government administration, in particular the effectiveness and efficiency of education and training.
