ABSTRACT

Indonesia is one of the countries that has the fastest growing economy and stable in the world. Even though, poverty is still one of the biggest problems of Indonesia, including in Jeneponto regency of South Sulawesi as a solution to poverty reduction, food sector is one of sectors that gives most contribution to proverty reduction. The purpose of research in the first year is to know the potential for food-based industry strategic located in Jeneponto regency of South Sulawesi, developing a decision-making model to determine the processed food industry that is the most potential to be developed in Jeneponto of South Sulawesi, particularly in Sub districts of Kelara and Paitana. The research is conducted using a quantitative and qualitative perspective. Step that has been done is the development model of decision-making by using Analytic Hierarchy Process (AHP).

Criteria for determining the strategic of processed food industry is determined based on results of literature study, followed by clarification process with representatives of government institution in Jakarta. In-depth interviews to determine the weight of each criteria and sub-criteria to do with 12 speakers who are representatives of the central government institution, local governments provincial and district level governments, and businesses in Kelara and Paitana.

The results of research showed that for Kelara, processed tuber has the highest total score, while for Paitana, processed banana has the highest total score. Strategies for processed tubers in Kelara is by producing and marketing the typical processed tuber of Kelara. As for processed banana in Paitana is by producing massively and marketing the Manggulu as typical processed banana of Paitana.
